Position Summary

Reporting to the Director of Human Resources, the Human Resources Specialist will be part of a team of professionals who help deliver the benefits of labor-management Trusts. The Human Resources Specialist will support the Human Resources department in ensuring smooth and efficient business operations and provide exceptional service to RISE staff and other organizational stakeholders through the creation, support, and delivery of the organization’s human resources programs and services. The diversity of responsibilities is vast and includes but is not limited to recruitment, employee onboarding, benefits administration, staff development, Diversity, Equity, Inclusion, and Justice (DEIJ) work, and HRIS maintenance.

Essential Functions

  • Leads components of the full hiring and recruiting process, which includes job description development, posting jobs, screenings/interviews, and pre-employment screenings
  • Recruits, interviews, and facilitates the hiring of job applicants for open positions
  • Collaborates with departmental managers to understand skills and competencies required for job openings 
  • Collaborates with Human Resources department to develop effective recruitment strategies and hiring practices
  • Manages administrative tasks for new hire procedures including pre-boarding, onboarding, organizing employee orientation, including entering data into HR information systems and auditing for accuracy and compliance, and creating new employee personnel files. Performs relevant tasks for offboarding employees as well. 
  • Partners with HR team members to assess and operationalize Diversity, Equity, Inclusion, and Justice (DEIJ) Committee initiatives that impact the organization and leads on industry best-practices research in this area for the HR team
  • Oversees and maintains optimal function of HR information systems and provides technical support and guidance to employees 
  • Manages permissions, access, and settings for HR information systems users 
  • Works with the Human Resources department to plan, develop, implement, administer, maintain, and evaluate organization and employment policies, procedures, time keeping, handbooks, and programs
  • Monitors the annual training calendar for employees and proactively prepares for HR related training
  • Reports employment-related inquiries from applicants, employees, and supervisors to Director of Human Resources, referring complex and/or sensitive matters to the appropriate staff, and occasionally responds to such inquiries 
  • In coordination with the Human Resources department, manages, tracks, and assesses the organization’s evaluation process and works with supervisors to guide them through the process 
  • Works with the Payroll team in development, administration, and maintenance of all HR and Payroll activities and documents
  • Manages annual benefit open enrollment process, changes, and training for employee benefit programs 
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
  • Oversees or coordinates special projects as assigned

Knowledge, Skills, and Abilities

  • Knowledge of EEOC and other federal/state employment related laws
  • Knowledge of and/or prior experience with Protected Leave Acts
  • Awareness of OSHA regulations and compliance 
  • Ability to operationalize concepts into programs, policies, procedures
  • Ability to effectively communicate verbally and in writing 
  • Ability to effectively present information and respond to questions from employees and vendors
  • Ability to analyze HR information systems’ performance metrics and resolve application issues
  • Knowledge of HR information systems, creating relevant reports, and comfortable learning new systems as needed
  • Ability to conduct oneself and interact with staff members with professionalism and to maintain confidentiality
  • Requires a positive attitude and excellent interpersonal skills
  • Requires a high-level of commitment of exceptional service to employees and other organizational stakeholders
  • Ability to use the following office equipment, tools, and machines: laptop, printer, copier, phone, fax machine, Google Suite and Microsoft Office, project management software, HR information systems
  • A commitment to giving workers the capability and confidence they need to make the most of their union-negotiated benefits
  • Ability to support RISE’s organizational values of Respect, Integrity, Service, and Equity in the development and delivery of your work including demonstrated positive interactions with staff, vendors, the consumers we support, and other organizational stakeholders

Experience

  • Three or more years’ experience working in human resources in two or more functional areas required 
  • Experience working with collective bargaining agreements in a unionized workplace preferred
  • Experience collaborating on the development and promotion of Diversity, Equity, Inclusion, and Justice initiatives preferred
  • Experience working in a startup environment preferred
  • Professional Human Resource Certification preferred
  • Experience managing HR information systems, preferably Paycom
  • Experience with payroll preferred 

Supervisory Responsibilities

This position is not responsible for supervising other staff members.
