Position Summary

Reporting to the Information Systems Director, the Information Systems (IS) Manager will provide various levels of leadership and support to ongoing and project-based activities related to the IS department. This will include managing vendor relationships and overseeing the organization’s helpdesk and infrastructure needs. The position is also responsible for the formulation and definition of scope and objectives as well as conducting business process analysis to align technology solutions with organizational needs.

Essential Functions

  • Acquires general understanding of business units
  • Manages Helpdesk Team
  • Supports research and development of new systems and applications to meet current and projected program and business needs
  • Conducts business process analysis, needs assessments and cost/benefit analysis, and presents findings and recommendations to senior leadership and stakeholders
  • Ensures IS solutions align with business initiatives
  • Documents clear description of user needs and requirements
  • Analyzes user requirements and problems and provides recommended solutions
  • Creates technical artifacts and documentation including data and process flow diagrams, use cases, test cases, training material, etc.
  • Acts as a liaison between users and members of the technology team
  • Represents the IS team on interdepartmental projects
  • Participates in and leads project management activities
  • Works with external partners and vendors
  • Meets with technical and non-technical stakeholders to elicit and clearly capture user needs and requirements
  • Administers technologies and software
  • Oversees management of asset inventory
  • Serves as administrator for organization software and systems
  • Manages user access for user management 
  • Participates in the creation and maintenance of department policies and procedures
  • Provides backup support to IS Technician by supporting users through organization helpdesk
  • Trains staff on new technologies and software

Knowledge, Skills, and Abilities

  • Knowledge of IT project management practices and methodologies
  • Exceptional ability to communicate verbally and in writing with both technical and non-technical team members across all levels of the organization
  • Acute attention to detail and understanding of how it relates to the larger initiative
  • Ability to work on multiple projects and priorities simultaneously
  • Self-motivated 
  • Advanced problem solving skills
  • Knowledge or experience with ETL and SQL preferred
  • Knowledge of Salesforce preferred
  • Familiarity with AWS or Azure
  • Firm understanding of network and server management principles
  • Knowledge of Information Security and Cybersecurity fundamentals
  • Basic knowledge of system architecture
  • Ability to adapt to changing priorities
  • Ability to support RISE’s organizational values of Respect, Integrity, Service, and Equity in the development and delivery of your work including demonstrated positive interactions with staff, vendors, the consumers we support, and other organizational stakeholders


  • 10 years experience working in or with an IT department required
  • 5+ years vendor management experience required
  • Bachelor’s Degree in Computer Science or Information Systems preferred
  • Demonstrable experience in business analysis techniques such as requirements gathering, user stories, modeling processes, and analyzing data
  • Experience administering software and software systems
  • Experience supervising the work of others
  • Experience with procurement and contract negotiations

Supervisory Responsibilities

This position supervises other staff members.
