What is Care Pathways?
Care Pathways is a program delivered by RISE Partnership. Formed in 2025, Care Pathways is devoted to helping workers enter the field of in-home care with guidance and resources–at no cost to them.
What is RISE Partnership?
RISE Partnership formed in 2019, when leaders of 3 labor-management trusts decided to create an entity that would improve delivery of training and benefits, leveraging coordination and resources for the best worker experience.
Our mission is to be the leading nonprofit, adult-education organization in Oregon by delivering outstanding training and education to care providers and public sector workers, with a focus on equity and worker-employer collaboration.

How do I get a job as an in-home care provider?
Oregon is hiring care providers to support Medicaid in-home care consumers with daily living tasks and care. To get a job as an in-home care propvider, you’ll have to submit an application at a local office, pass a background check, and complete training through Carewell SEIU 503.

What are the pay and benefits?
In-home care providers, including homecare workers, personal support workers, and personal care attendants, earn $21/hr starting salary and can increase their pay through training and experience.
Care providers also get benefits like overtime pay, paid time off, Dental, Vision + Hearing, Healthcare Cost Assistance, and more. They also get a retirement savings account.
