RISE Partnership program Essential Worker Healthcare Trust (EWHT) was recently featured by the Healthcare Career Advancement Program (H-CAP) for its efforts in offering high-quality, low-cost medical benefits to Oregon long-term care employees.
These employees, who include long-term care certified nursing assistants, medication aides, dietary workers, custodial staff, and more, were previously some of Oregon’s most under- and uninsured workers.
EWHT’s medical insurance benefits offer key improvements from previous employer-sponsored insurance (ESI) options, including:
- 85% reduction in employee premiums, with no premiums for some of the lowest wage workers.
- 67% average reduction in employee deductible and out-of-pocket maximums.
- 90% of costs covered.

To start 2025, EWHT has been busy supporting Oregon SB 27, a bill that includes continued investment in long-term care labor management programs like EWHT. To hear from workers who have received healthcare coverage through RISE Partnership’s Essential Worker Healthcare Trust, watch the video below.
